Do you have a pump that attaches to the PTO shaft? There were several different types of them that could be plumbed all sorts of different ways. If your talking about your normal factory hydraulic reservoir, there should be a cap under the gas tank on the left side,basically just below the sediment bowl

The PTO has nothing to do with the factory hydraulic system on a WD. If you have a PTO driven hydraulic pump you need to figure out what you have, and how to check oil level.
 Post a picture.
 The WD hydraulis fill port has a dipstick and is on the left side of the torque tube, tucked away inside the frame rail.
