Need to reseal a 3.5" X 16" wing cylinder, what is the purpose of the two 1/4"x 1/2" bolts w/flat washers that screw into the end of the rod guide or (end cap)? I see the retaining ring in there witch looks like fun to remove ! Thanks Dave

Take them out then push the end cap in to remove the retaining ring

Yes it keeps the cap from going in when you use the cylinder

Going to have to dip my toe in this water one of these days. Have quite a few cylinders with issues around the farm. Always so many other 'more important' things to do.
