Guys I’ve had this tractor 23 years and the rear lift arms have always been stuck. I have freed up a few 185’s 175’s tb valves in the past. I’ve studied my op and service manuals and they don’t point out which spool….

IIRR, its the one with the handle bent down the most, closest to the seat.  Ours had the valve bank on the other side, so I may be very wrong...Wink

I remover the lift arm handle twenty some years ago when this was my “big” tractor.

Spool closest to the seat is for the lift arms. Push spool IN for lowering. Traction Booster has been neutered and does nothing on this tractor. My gut feeling is on a snap-coupler D-19 tractor, when the engine is throttled up, the lift arms will ALWAYS raise to the top when they aren't connected to an implement. This would be especially true with a 10-12 GPM from crankshaft driven pump. There is a certain amount of back pressure within the hydraulic valve body and this will make the empty lift arms raise by themselves. Just the way it probably is.
