anyone know why the new oil pump assembly from allis would not have holes drilled for the dowel pins on the mating surface to block. and are they really needed?  thanks

I suppose if you could transfer the location of the dowel pin holes from the original to the new one it could be drilled and use the original pins.  curious

I don't use the dowels on my puller 426. Some used a wavy hollow dowel type setup around the bolts. I just wiggle it until seems straight, snug bolts down making sure backlash in gear is still good and finish tightening the bolts. If it's crooked, the gear would be running crooked so backlash would be less if measuring it. Don't remember there being a lot of slop in the holes anyway.

Well, you said it was new???  I'd be making a phone call to the person that sold it to you and demand a correct one or have them prove the dowel holes don't need to be there.
