Give it a shot of either or WD40 into intake - (without the heater) and see if you get smoke or fire .
Perkins should start above 40 F without aids - unless real low compression -
What color smoke are you getting when turning it over ?

I have tried ether and wd-40 without the heater. So could there still be air trapped somewhere? I've bled it several times.

How do you know fuel is flowing? Lines loose, fuel at the nozzles?

When connect power does the pump audibly 'Click' as the solenoid kicks? No smoke is No Fuel.

On my perkins - when external fuel pump want bad - no fuel to injector pump - no smoke - so either the throttle shut off lever is in wrong position , or no fuel to injectors or pump.
It should fire off or try to run on either - when turning over loosen lines one at a time at injector to see if you have fuel pressure . Bleed each line or couple till it starts

If your completely sure that you got fuel, either diesel or start aid, and there is no smoke. Then check your valve lash...

I would guess you have fuel TO THE PUMP, but not OUT TO THE INJECTOR... either air trapped, or does it have a fuel shut off rod, or fuel shut off solenoid ??
Like them all, but love the "B"s.

Is the fuel pump in proper time? or off 180 degrees?

A little bit of white smoke is not enough fuel. May be in time and getting Some fuel but not enough to roll off.
