I bought a series IV D17 in August. The amp meter was nonfunctioning. I installed a new one and the needle whips back and forth at high speed. Is this likely to be the generator? or the control unit or?

How do you know the ammeter wasn't working? Were you having to charge the battery? Did it show discharge with the headlights on and engine off? Whipping could be caused by a faulty regulator or poor connection.

Poor sticky contacts in regulator could cause the whipping action. Disconnect battery, then Take cover off regulator. Be careful in keeping things clean. take a point file or sand paper and clean the contacts. then run a clean sheet of paper through to remove any crud left behind by sand paper and then see if that helped.
