That's the axle pivot shaft moving forward and out of place because the retaining bolt at the rear is sheared off and missing.

Looks like a pig in a blanket. An abused and neglected tractor with a shiny paint job. Other issues I see are dangling wires hanging off the engine and mangled hydraulic lines. Probably had a rough life before that paint job.
