It's a Smokey Stover 2-wheel'd car. Google it, you'll see pictures from the old cartoon.
Yes, there's actually four wheels... two in each tire. Balance is slightly critical...

Really not that hard to make. Start with a hydrostatic rear end from a garden tractor,add independent brakes on the axles Power can be 5-10 hp engine.On the bar that the guy is holding, have 2 bicycle brake levers for left and right turning(same as a crawler ?).
The 'trick' is to get the balance 'right'.
hmm...I've got two great 16" tractor tires/rims off a 2 wheel cultivator...and a 'spare'hydro unit in the shop......

Yeah, JR... sorta. Notice that he's pretty close to the tires... well, the center of gravity needs to be directly above the 'apparent' axle. Most of what's hanging out front is empty bodywork... engine is far back, and pretty low. Usually, when guys build these, they can get 'em to balance... albeit barely... with them not on... and it's about right when they sit down. There's oftentimes a kickstand of sorts that swings down when the op climbs off.

I had an old Popular Mechanics magazine that had plans on how to design a Smokey Stover car. But I can't seem to recall seeing it for a while after moving a few times. Plans are definitely out there for how to do it.

That is one possibility------saw a clown car built like that. However, that method normally requires the big tire to be running fairly soft to give room for a little distance for the 2 small wheels running inside each big tire. The other possibility is a gyro located some where inside.

No gyro, and no 'soft' about it- they're flat- airless. Imagine a tracked skid-steer... rather than having tracks, it has an old, really big tire. The tire is just there for looks- it's for the illusion. The real 'wheels' are rollers about 6" diameter, sitting on an 'A' shaped bracket.
Yes, the "Foo Mobile" Smokey Stover Two-Wheeled Car was featured in June 1978 issue of Popular Mechanics, with a cutaway of the tire shown on Page 170.

The PM described setup, was two support wheels, and the RIM also rolled on a trio of rollers, with each wheel driven by a chain and hydraulic motor. Other drive concepts I've seen, is where the support rollers each have a sprocket, and are both driven by a common chain going through sprockets on each roller... where the DRIVE sprocket comes in the middle of the axleshaft, and the tire is actually mounted to a 'fake' rim that's just along for the ride.

Friend of mine Don Hayes had one like that several years ago with a cab on it made to look like A mODEL T. I drove it in a parade somewhere in the summertime and boy was it HOT! Pretty neat, tho. He died several years ago and I dont know what happened to it. Lots of fun!
