From the hand clutch itself. That keeps the pressure plate contained which allows for a NEUTRAL/ disengaged position of the clutch plates/discs. That one is junk. I doubt that a new one can be had from AGCO. If you found a good used one you might be able to worm in into place in-chassis when the hand clutch fully engaged exposing the groove that wire fits into.

I know that the hand clutch used to work because my grandpa and dad had used it 19 years ago

That is the snap ring that holds clutch together. It's bent . Should be a perfect circle. Your clutch cannot function properly . There was no "snap" in the clutch like that. You were asked about the "snap".

Or would I be fine buying one from a tractor salvage yard |

A used one is fine. The WD should have the same ring on the hand clutch.

If the rest of the clutch is okay, replacing the ring should make good to go. I'm pretty sure you can get it back in place in the tractor. I think it has to be snapped in not released but I'm not sure.

Never seen a WD without a hand clutch. You sure it's not a WC?

You have to get one end started and pry it over the edge as you work it around. It will distort some as you go but be fine once in place.its up to you to figure out how to pry and where to pry. It will be a frustrating learning experience but it's possible.

If the ring is not too bad you can save it. Flatten it on vice or anvil with hammer. Compress it a bit to get to the size you want and try again. To get it in place use snap ring pliers unless you do not have space to do that.

instead of trying to get the ring on by pushing it straight down i am going to try to carefully twist it open and push it on. is this a good idea. i can use all the ideas i can get before having to split the tractor as a last resort

Flat blade snap ring pliers that OPENS wide enough would beat splitting the tractor.
