I have a 48 B in all most show room condition, and it does not have this cover. I could ask the guy who restored this tractor to see if it ever had one.

if you are talking about an oval shape cover my 47 as one it just snaps in place

No, I mean where the motor bolts to the tourqe tube at the bottom. If you look in you can see two pan bolts and the back of the flywheel

If you mean the crescent shaped void between the engine and torque tube as in this picture, the answer is no, there was never a cover for this opening. Other tractors, like the Farmall C, for example, did have a cover here.
