Do you have one wheel that locked up when you hit the brakes or is the parking brake just not releasing? It could be as simple as a roll pin in your linkage or you could have a spring broken inside the brake or a lining coming apart and doubling up

just the left brake pedal won’t come back up. Luckily didn’t push all the way and isn’t engaged. It appears the lever is still turning its little shaft

I'd say the linkage behind the lever is frozen and rusted. I had a 200 years ago at the dealership where I worked and it had that issue. Had to get in by taking the rear side hood off and taking the linkage apart or oiling it up, can't quite remember as it has been 25 years ago.

I think just from memory there should be a spring behind the dash to lift the pedal up. Can you pull it back up with your foot or hand? Maybe the pivot shaft for the pedal is rusty, spray some lube on it.
