I have a Delco starter bendix with 10 teeth and another with 14.  Is either one correct for a B or C? Was there a change in the starter for the B for different production years.

10 tooth might be a D10-14 starter.
Like them all, but love the "B"s.

The B,IB,C,CA used two Starters. Delco 1107043 & 1107096. Either will work in these models and both are 14 tooth drives.

D-14 has two versions
original 6 volt tractor(has brush cover band on starter ) had 10 ?
12 volt , no band , has 9

I may be wrong, well probably, still thinking about the corn field...

They have different ring gears !!! Yeah I found THAT out.....

I assume the different gears and ratios were cause the 12V spun faster ?

Ten Amendments, Ten Commandments, and one Golden Rule solve most every problem. Citrus hand-cleaner with Pumice does the rest.
