in my son’s lawn, all the lawn irrigation valve boxes have sunk 2” to nearly 4” below the surface of the lawn? All the sprinklers are right at ground level as they should be. It’s possible the system was installed this way(installed by a previous owner), but why would system installers do that?

They fluffed up the dirt as they dug it up . Hard to backfill dirt and get it to stay where you want it to . Short of pouring a footing under frost line I don't know how you would keep things from settling
