The control rack in the pump is stuck. On the front of the pump, behind the frame rail is a thumb screw. With the tractor not running, screw that thumb screw ALL the back into the pump (it should be screwed all the way out), becarefull as the loader will come down when the screw is being turn in, it may turn hard. What your doing is moveing the control rack to the unloaded or not pumping postion. With the screw in, start the tractor, loader should not raise. Shut off tractror, screw the thumbscrew out and try it. May have to screw the thumbscrew in a couple of time if the rack is real sticky. If you cant get it to work, or it keeps sticking, youll have to take the hold valve off the pump and take the 4 plugs out of the top of the pump, with a magnet remove the small springs and balls. You may have broken spings getting into the control rack casuing it to stick . If thats the case you should take the pump off and disassemble and clean it up and remove all the debris. If it works ok after turning in the screw, keep using it. Good luck.
