Ok I can move the throttle lever just fine, issue is if I push it down it jumps back up it will not stay in postion I put it in.. like a spring is super tight.. any ideas what I need to look at?

The spring under the gas tank maybe. I don't remember it's been so long. Also the friction block on the lever and the spring opposite to it on the other side of the quadrant.

The springs on the backside of the quadrant get weak from rust. I had this same problem with my WD New springs and new friction blocks helped a lot.

I haven't been able to find the springs to replace mine behind my quadrant.  I use a piece of a rubber tire about 1/4 inch thick and about 1 inch wide and a couple of inches long and just wedge it between the lever and the quadrant.  I have to hang onto it so I don't lose it when moving it but it keeps the lever tight and it doesn't drift.   Crude but effective.
