WD 45 hydraulic pump help

I put new seals in pump and holding valve.I have had this thing off 4 times checking to make sure everything is in order and clean.When i start tractor up the pump builds around 3500 psi. The pump does not sound right and it will not let lift arms go back down.I don't know what to do.Any help would be much appreciated!

Sounds like the pump is pumping continually.  The hold valve doesn't shut the pump off. It only holds a load or lets the load down. Screw "A" must be screwed into the little divot on the side of the pump. Screw "D" needs to be screwed clear "IN" towards the rear of the tractor. Then see what you've got.

Thabk you for helping. I did try what you said, the pump did not sound as bad but lift arms still did not release

Sounds like spool valves are in wrong or one is hanging up.                   MACK
