WC brake stickin

Noticed a small clickin noise, just as I let the clutch out in any gear on the LH final drive.
 
So I lifted that side up today with a floor jack, and found that the brake evidently is sticking a little on the LH side. When I rotate the tire, the hand brake lever just wiggles a little. Then settles down after I keep rotating the tire slowly.
 
I am guessing, that the inner seal is leaking oil onto the brake pad, causing it to stick slightly. Is this right?
 
Can I continue to use the LH brake, and maybe it will 'burn' off the oil? I really, really don't wanna tear into this one. Its been about 6 years since the restore, and just noticed this now. Had not done this in the past.

If the inner seal were leaking iI would think it would be dripping out the hole in the bottom.  I'd have to take the top cover off and have a look, is it possible to have some rust on the drum?  Next guess would be something happened to the spring.  Just some thoughts.
