I've seen a few hand clutch levers now with a bracket aand chunk of rubber bolted the steering wheel pedestal. Did they all come with this originally, or was it added on at a later time?

That is one part of the kickout accessory for the hand clutch. It is designed to stop the tractor when sudden draft loads were encountered, such as hitting a large rock when plowing.

You won't have one unless you have a hand clutch kickout. the hand clutch kickout was used for plowing. it stops the tractor quite fast when your plow hits a rock to big to move. the kickout is very abrupt and the rubber keeps it from destroying the brass throwout bearing follower. if you are running a kickout you need one. if your not plowing your supoosed to take the pin out of the snapcoupler cross pin and slide it over than repin it so it the long side sticks out the left and can't actuate it.

okay, I get it now. All of the ones I've seen have had the linkage from the bell removed, just the rubber stop left. makes sense. Yeah, the brass yoke was probably the weak link in that setup.
