20 cop cars, and not a single one knows how to stop a diesel skid steer.  Shoot at the tracks with a shotgun?  geez.

They just need a teenager with a potato...
Ten Amendments, Ten Commandments, and one Golden Rule solve most every problem. Citrus hand-cleaner with Pumice does the rest.

That is shambolic though, that many cops & all they can do is wait for him to get bored/run out of fuel & hope he doesn't turn destructive?  I mean, at the very least could pop a round through the rad & wait 15min for it to lock up.

My suggestion was "tongue in cheek", but it's brought up some good points. My thoughts were that it was stolen but probably very likely operator was sozzled no matter how they got the key.  On the point of the cops not being properly equipped, I think it was more the former (not thinking on the fly) as I'm sure they had access to a good few fire extinguishers, good blast of CO2 to the intake would shut it down at least long enough for another officer to take control of the operator. (and if they only carried powder extinguishers, even better just need a good clean & new air filters)

Considering they probably hadn't had a lot of training on dealing with a tracked vehicle I think they were doing okay: Surround the operator with other vehicles, herd him of the freeway onto the ramp where they can corral him. Get the freeway open so the traffic can move soon. You don't see what happens after that. If it doesn't have plexiglass shields maybe call fire dept for mutual aid brush truck; spray operator down with fire hose--wet and can't see safely takes all the fun out the plan without getting close to the skidsteer orinjuring anyone. Accomplish all that while some pinhead is taking video with his phone or news crew is droning overhead footage to TV and your being heckled by a bunch of people saying "do something" who wouldn't know what to do either....
