The C never came with a 3 point arms...unless you are talking about the rock shaft arms.. The valve has 3 poisitions.... raise is all the way up... HOLD is when you let go of the lever.. and FLOAT down when you push the lever down toward the axle housing..
How are you running two cylinders off of the valve and how is it plumbed ? You apparently have multiple hoses... are they all connected together or do you have an accessory valve ?
One thing i would do is look at the 2 round plates on the side of the pump.. One is spring loaded, the "lever" pulls and pushes on one of the plates.. Make sure they move ease with respect to each other... no rust.. no dragging.. no broken spring.. work it by hand and watch what is happening.
In the drawing below.. if spring #14 is broken, or plate #34 is stuck / rusted .... it will do what your talking about..... HOLD is the center of the valve ..no effort in either direction.. If you have RAISE when you think your in the HOLD positon, the spring or plate is broke/ stuck..... #13 control shaft must be CENTERED when there is no effort on the contol lever..... there are a couple little roll pins that hold the plate / spring to the shaft.. Make sure the pin is not sheared or gone... plates must rotate WITH the shaft.
