712 Shuttle(Late) Sluggish

   I have a 1979 AC 712 Shuttle. Third and Forth gear have some trouble getting it going, especially on an incline. If I start it in 3rd or 4th from a level plane, it takes off just fine. What would be some adjustments or suggestions?
