I know of a 7040 power shift tractor that needs an overhaul and I have a 76 7060 power director that has been over hauled but the pd slips in high. Would it work to put the 7060 engine in the 7040 and have the drive train live a happy life?

Yes it be fine . We run a 7030 whit a 7060 eng in it for a long time work great.
