Ford Van Engine ??

   Can someone tell me what that "bulge" is that hangs down on the front passenger side of what I'm guessing are late '90's vans? It looks like whatever it is, it's lower than the oil pan. Possibly on that era of P/U trucks, just can't see it.
It just looked like something to get snagged on really easily. Thanks
