According to the manual the part we are looking for is the control fork.  It's where the draw bar attaches under the tractor.  Does anyone know where we can find the part?  Steiner says it's a salvage part only.  OR...what other options do we have?  Without it, the tractor is about useless.

If it is the fork under the belly that the drawbar pulls from and is connected to the big coil spring, that would be a salvage only. I've never seen one broken. There will be THOUSANDS of them in salvage yards around the country.

If Matt can't help you, I have used. But I would go with the new one as there is wear in the hitch pin and also the pin that works the hydraulic pump for the traction boosted is sometimes broken.

According to the Allis Parts Catalog, that Fork is the same for both WD and WD-45.
