D17 Loses Power

My D17 runs great as long as it has absolutely no load on it.  With the slightest load it starts to throttle up and down.  If I choke it half way it will throttle up an smooth out for a brief period.  Gas supply is good, I just replaced the fuel line and sediment bowl.  I also looked in the tank and there is no debris clogging the port.  I have also just replaced the points, condensor, rotor, cap and plugs.  I'm not sure if this is a new problem since this is the first I have used the tractor since I got it.  After I replaced everything I drove it around the yard and up and down the road and it purred!  Sorry for the long post and TIA for any help!

sounds like dirt in air bleed to main nozzle , use fine wire (tag wire , bread tie ) to go in hole to make sure open
