Question about installing new front inner hub seals on the C.  They appear to just slide on, but they are so tight on hub (the felt side) that it's rotating around the axle (the seal that is).  Should this be tack-welded on to prevent it from spinning?  Or am I missing something here?

If it's the OEM type felt seal, it should be soaked in oil, before installing...

Soak it in oil and put aviation gasket cement on before putting the seal on the axle. Also make sure the seal lip on the inside of the hub is clean smooth and greased. Are you sure you have the correct hubs. Wagon hubs look the same but have the seal driven into the hub and the seal rotates against the spindle.

Got the correct seals.  Same as came off.  I'll do the soak and see how it works.
