So just to correct your tire terminology. Your tire is 12.4 x 28. That is 12.4 in wide on 28 inch rim diameter. I think the next size may be 13.6 by 28 and then 14.9 by 28. Then you have to consider the rim width. That could be 11 in, 12 in, 13 in and so on. So you have to know your rim width and decide what you want. 14.9 by 28 works well on a rim that is 13 wide. It will fit a rim that is only 12” wide but starts to look funny - too rounded on top. Tire footprint not as good.  Edited by Ed (Ont) - 26 Aug 2020 at 5:05pm

Sorry the WD rim is 14.9x28 so will the 12.4 28 fit the 14.9x28 rim.

You can put them on those rims. Put a new tube in the tire. When I owned the tire shop, guys would go to salvage lots and buy decent used tires maybe a size smaller that originally came on the tractor. I always explained they may not look quite right. If you use the old stretched out tube on a smaller rim, there is a very good chance the tube will wrinkle no matter how many times you let the air out of it.

Depends on what's on the other side of the tractor.  It'll fit on that rim, but you want the same size tires on both sides.

There is no 14.9-28 rim. That is the tire size. Your rim could be anywhere from 10 inches wide to 15 inches wide. A 12.4 tire on a WD would look anemic in my opinion, and probably not a good thing if the other tire is a 14.9 .
