That's a heater. You plug it into 110 vac when you expect it to get cold and it will keep your coolant warm and make the tractor start easier. I don't think I have ever seen one cobb up like that before. They make ones that go right in the lower rad hose.And yes that is the block drain. I think there is also a rad. drain.

Great, thanks.  That makes sense as there was a piece of cut off electric cord coming out of the cap and some electrical doo-dads under the cap.

yes there's also a radiator drain.  And now I'll need to find a new widget for the block drain if I remove the hose.
