I have a D15 diesel with shuttle clutch. I tried to pull start it, because I cant get it to start with starter.  Thing has set for years. Rebuilt pump and checked injectors. Will not turn engine over. Is it because of shuttle clutch or is the engine clutch screwed up?

Place shuttle clutch lever fully forward. Place transmission in 4th gear. Hold foot clutch pedal DOWN and pull the tractor about 6 or 7 MPH. Dump the foot clutch. If the engine doesn't turn over, it is stuck. When you are pulling the tractor while in 4th gear and the shuttle clutch ahead and foot clutch fully down, you are turning everything inside the tractor except the engine.

Make sure the engine isn't stuck first!
