Ok guys I've got the steel bands installed on the 41C. I bought retread from retread plant. What do ya'll use to attach the rubber to the steel?  My research is sending me to 
 3M- 1300 or 1300L adhesive.  Don't really want to bolt the rubber on if I can help it.

Sounds like the right stuff but a tad pricey
I support the development of hybrid automobiles and alternative fuels as I need DIESEL fuel for my ALLIS CHALMERS!

It is pricy at about 50$. per quart but if it works it'll be worth it. Talked to 3M today they said thats the stuff to use. Of course they are selling the stuff.

OK.. how about some some strips of double sided foam cored 'weatherstripping'. The stuff that's about 3/16" thick and waterproof ? Either that or the double sided, foam core tape I used 30 years ago to hold Gates batteries to the inside of steel boxes I used for my energy control systems. I need a 1" chisel and hammer to PRY the old batteries off the cases ! It'd take 1/2 hr per battery (4 in each) so I remember it well....
I'm suggesting the 'foam core' so there's a bit of 'give and take' cause I'm assuming the steel and rubber ain't totally flat.
