It says "On 16" rim" right on the tire sidewall of a Firestone Field & Road; I'm not at all contradicting that a 15" won't work, I'm just passing that along,

A-C used a 13 inch rim for 16.9 x 28's and 14.9 x 28's when the tire charts suggest 14 inch on D-17's. That way they used one rim width for two tire sizes. A-C used a 15 inch rim instead of 16's in certain cases too.

if buying new I think 15" is the only option, be prepared to spend $700 or so unless you can find used

While on this subject, just for information for everyone, looking over Tony's Tractors site, their spin out rims go from 13X28 to 15X28 - no 14 listed. Just out of curiosity, would the 15X28 still be suitable for 16.9's or would 13" be better? They are priced at $350 per rim, which seems like a really good price.
