We have a 1965 A/C HD16 dozer that we have spent over $10,000 on the engine and clutches.  Last Wednesday the steering clutches would release a little bit if you pulled hard enough and long enough.  Thursday they worked fine, very normal!  Friday the clutches would not release at all.  Cracked a line and nio fluid being pumped.  Looking for solutions and or suggestions.

To start how's the fluid level? Also check to see if the filters or pickup screens in the steering clutch system are clogged. It may help if we know the version of HD16 your working on.

Suction screen or leak in hoses or pickup tube for pump .
