My 720 seems to be a cold blooded machine and using the choke is a touchy proposition.
Engageing the mower while the thing is cold may stall it out.
The JD 318 with same style Onan engine is a little less sensitive.
 
My C tractor requires full choke only to come alive then I have to let the choke off right away. To me, that's the best.  My JD x320 (Kawasaki) lawn mover is same.
 
But them old Onan's, I seem to have to fiddle with the choke setting.
 
Any comments, is the typical?

My 620 is the opposite.  Just a quick shot of choke is all it needs.  Anything more and it will flood out.  If it is stalling out by turning on the blades, I suspect you might have some weak ignition components (could be the source of your hard starting problem too).  You might want to think about some plugs, wires, dist cap, and adjusting breaker points.

Time for a tuneup. Also, it has an electric fuel pump, so the original parts have been
re-engineered. Vertical muffler also. Once warmed up it is good.
