Maybe this is a strange question, but perhaps someone on here has attempted what I am thinking?  Would broadcasting oat seed on frozen ground in central Illinois work or not?  Would the snow in February plus the freeze-thaw action in March help plant it enough?

Oats on top will work if you don't mind feeding the birds..better off covering them so the new sprouts aren't exposed...

Eric, oats should be seeded at about 1 inch depth to get the best stand. Frost seeding oats won't work as well as it will for alfalfa and other small seeds.

Timing is everything.My grandfather on my mothers side would broadcast oats off the back of a horse drawn wagon.He said if he could catch a 1" to 2" snow in late feb,the oats would sink in the snow and then germinate when warm.Dale plants oats every year for his OPOP show.He would have some good info.
