Engine wants to surge if I happen to release clutch to quickly. This tractor has an L59 belly mower and while running the mower it seems to make the release of the clutch more sensitive (guess that is due to the extra pull from the PTO on the engine).

Another forum member mentioned yesterday (via email) I should check the surge spring. I checked and this tractor does not have such a spring. Could this surge be caused by something other than a missing surge spring? I plan on putting a new spring on but wanted to get other thoughts while I wait for a new spring to arrive. If anyone has a picture showing how the antisurge spring mounts that would be great.

Not having that spring can do what you are seeing. It hooks to the throttle lever on one end and the other hooks to one of the manifold studs next to the air cleaner.

A spring might help and sure won't hurt  but I wouldn't get to disappointed if it don't cure the problem. I would check the cross over arm from the governor for proper adjustment while messing around installing the spring. It needs about 1/16 of an inch pressure closing the butterfly against the stop screw at idle.
