When I pull back it does not slow down but when I push lever foward it does speed up travel. Is there any adjustment. Is it tough to repair, should I just leave it? The fluid looks good I assume 80-90 or 85-140 in there. What do you guys think.

First, does the tractor move if you pull back on the power director lever. If not, check the set screw at the base of the lever where it goes over the shaft.

You can adjust the PD by removing the right side plate on the torque tube. You adjust it by moving shims. Get a service manual to tell you exactly how to do it. Long shims I think need to go in the middle if you move shims around to tighten up either side. It could be your discs are worn out badly on the low side or you could have a linkage issue with it not engaging the low side.
To rebuild the PD, you'll have to split the tractor between the torque tube and transmission. Not TOO bad a job on a D17 if you have a decently equipped shop. You'll want both the low and high range on your PD, I'd recommend getting it fixed. Low range has more plates and you'll generally want to start in low and shift to high when needed.
Also, on the fluid, run universal trans/hydraulic fluid in the power director, gear oil goes in the transmission/rear end only (use 80W-90 EP GL-5). Mike

It operates normal when the lever is in nutral position and also when pulled back, when lever is moved into foward position then the tractor speeds up. The tractor works normal when in neutral or lever back , lever ahead it speeds up in mph.

Yes I have service manual, pulllever back tractor moves in normal mph. as if pulling lever back does really nothing.

Oh, I mis-read your first post. So it doesn't stop in the neutral position in the middle? If you are running gear oil in it now that may very well be why. Gear oil is too thick, esp now that's cold in the winter. Drain it out and replace with trans/hydraulic fluid. It will still creep forward when cold in neutral but when it's fully warmed up it shouldn't much. Mike

I will drain it tomorrow and fill hyd fluid to make sure it is correct , the oil in ther has not been changed since I bought it.

Like Skyhighballoon says, change the fluids to a universal hy trans. I had the same issue and that cleared it up.
