can anyone tell me how the governor rod works on a um motor.  my m has the spring and it goes trough a sliding sleeve but will not return as the sleeve moves but not the spring on the rod.

I assume the sleeve you are talking about contains the govenor spring and is moved by the upper (short) lever. The govenor spring opens the throttle at low RPM. The long lever is activated by the flyballs and compresses the govenor spring and closes the throttle at high engine speed. Typical govenor failure is with the flyballs. They get stuck or escape. Rev the motor and check that the throttle closes. I am only guessing I sold my M about 40 years ago. I still have truck wheels from a K if anyone is interested.
