CA hand clutch question

When standing in front of the hand clutch and looking down at the base there is a bolt at the top holding it on.  When you push the lever backwards so you can see the bottom part of the bracket there is a hole but no bolt or anything.  Is there supposed to be a bolt there too?

I think what you are refering to is the set screw for the adjustment of the clutch. It is missing. Don

All I have seen had only one bolt holding the cog. Think they had  2 tapped hole as some CAs had the clutch on the right axle.
The bolt is to hold the clutch actuator/TO bearing the proper distance from the clutch pack. You should have approx 0.040" clearance between the TO bearing and clutch pack. Back out the bolt and turn the cog to get the clearance then reset the bolt into the cog.
