I have a 1938 model B that when started it wants to run full throttle. Any ideas, when not running you can move linkage around. when running it is tight, took end off govenor housing everything was moving freely ?

Welcome to the forum, I'm supprised you haven't gotten an answer yet.
I'm not sure but i think there should be a spring on the linkage between the carb and the governer to hold it back.

Give a little history of the tractor. Is this something that just started all of a sudden? Has the engine been taken apart for repairs and now won't run right. If it ran before and won't idle now, I would take a look at the governor weights. Get a Service manual.

Try taking the carb off and see if the throttle shaft is free.  Next I would look and see if your throttle linkage is slipping on the shaft of your carb, and then trace the linage back to the hand control.
