A WD-45 has been sitting with fuel in the system for a two years, up here in the Great Lakes Northwoods....I'm the (proud) new owner with no experience with tractors. I drained the tank, took off and cleaned the sediment bowl, and took the carb apart -- soaked the components in Berryman's, and put her back together. The gaskets look good and the float is in good shape and hinges nicely with no effort. The needle valve and bolt cleaned and varnish-free. Newly added fuel appears to be flowing freely in the bowl - bottom bolt, when taken out, fuel flows out.
The electrical system is 12 volt, upgraded perhaps 3 or 4 years ago. New battery cranks the engine over, compression seems good, but no spark when I took wire attached to plug out, and tried to jump the spark to the block while the engine was turned over. The plugs look good - not too much soot, ash, or electrode degradation.
Checked all distributor connections. The cap and rotor look new!

Do you have 12 volts to the coil when the key is turned on?

As C Tucker says check voltage at the coil first. If this checks out the next step is the points and condenser.
