Unless you are having difficulty keeping the tractor going straight down the road, that wheel turning thing is normal. If it wanders all over the place, it needs a seal kit in the steering cylinder on the front axle. If you cannot hit "float" position with either hydraulic lever, I'd guess the linkage under the seat/under the cab on each hydraulic spool is worn out and you're not getting full stroke to the spool. To adjust the clutch brake you need to remove the maroon panel on the left side of the dash alongside the clutch pedal. You need to adjust the cable/linkage so with the engine off there is ZERO (zero means zero) freeplay in the clutch pedal stroke. Make note of the fork lever the cable connects to as the bronze bushings are usually worn out causing the fork to be floppy/loose which is causing some of your problem. Oil up the fork and spring area liberally while there. The brake applies only when the clutch pedal is clear down and anything that keeps you from really getting there (beer cans on the floor, etc) will see to it the brake won't work.
