Inside the cutout is simply a set of spring loaded points.  The spring normally holds them open. As the RPM increases, the voltage produced by the generator increases.  Once the voltage increases enough, a small electromagnet pulls the points closed against the force of the spring.  When the points are closed, the generator is connected to the battery and the rest of the electrical system.  Slow down, voltage decreases, the electromagnet is too weak to hold the points closed, so they open and the generator is isolated from the rest of the system.  A voltage regulator has an identical section in it that does the same job.  Both the cutout or a voltage regulator must be grounded to the tractor frame in order to work.
