For the most part no. Some, mostly industrial tractors were sold with power assist steering like what a small Ford tractor had. They still had a steering gear box. This option could be factory ordered or dealer installed. The clutch pedal had to be cut and moved to make room for the cylinder/valve assembly. Power Assist steering is somewhat rare to find on a D-10/D-12. It also got in the road of the front mount cultivator so that is the main reason why hardly any ag tractors had it installed. I have never driven one with the power assist steering I am sure it helps. You see it most offten on a tractor that has/had a loader and the heavy duty front axle.

Yes, available as an option labeled as a non agriculture if you will because the steering ram and link would interfere with front mounted implements such as a front cultivator or other.
If you have one of these now, keep it.
Some customers chose to install anyway.
The I40 and I400 use a hydrastatic power steering set up where the ram is mounted to the front axle, much the same as the bigger tractors and was a neat installation on the I40-I400.
