30 some years ago.
These days pretty much every tire is a blem.
Quailty is not their main interest in the tire business anymore.

Remember when you bought a car tire 35 years ago and it came wrapped in foil. That's back when they cared.

I think They have a contract with most of the US farm tire makers to buy up all the farm tires that dont pass the final factory inspection.  They are not something that is dangerouis.  I have sold  several sets of blems and installed some that customeers  purchased at tire town.  I dont remember anyone having problems with them.

Just because they have a particular size listed on their web site does not mean they have them. When I was looking for tires for my D17, all they had were new radials. They couldn't tell me if or when they would be getting more "blems".
