I know this has been covered else where on this forum but apparently I could not make the search function give me the right threads.   I have a 1938 B that has had the rear wheels "modified".  On one side there is a rim that looks like the later version with two plain bolts and two eccentric bolts and what looks like the appropriate wedges for that rim.    The eccentrics are mounted next to one another.
The other rim has had homemade wedges welded to the wheel and has one eccentric bolt and three plain bolts.    Being new to this A/C thing.....can some one tell me the proper placement for the eccentrics and the proper way to use them to get the rim on the wheel properly.    (As you can probably guess, I am in the market for a wheel, wedges and bolts for the welded up side).

Next to each other would be correct as it would put one eccentric opposite to the straight one . The eccentric would then tighten against the straight one.
Sounds like you need another eccentric for the other side.
