Mu clutch has about 1/16th of an inch of pad before it gets to the fasteners on the clutch. The whole clutch has about 3/16. should I go ahead and buy a new cluth plate, or will this one work for a while? This was and will be a working tractor, not a parade queen.

You've already got the work of changing it done. Especially for a working tractor, you better put in a new one before putting it all back together.
