D14 overheating?

My D14 motor was rebuilt about 400 hours ago. Because I could always remove the radiator cap with my bare hand and no spewing, I recently had the radiator recored and installed a new thermostat (tested it by boiling). Installed 7 psi radiator cap.
Symptoms: There is a white "sludge" on the oil dipstick. After running at medium speeds at idle for 20 minutes, upper radiator hose is slightly warm, lower one is cold. Radiator cap is still just warm to touch, and can still remove it with bare hand and no "spewing". Water temp in radiator is 180 degrees. Can see little to no water movement in radiator.
Question: Is it overheating ? How can I tell if the water pump is OK?

How much are you running the engine? Are you having to add coolant frequently? 180 degrees in the outlet of the thermostat housing is fine. What does the gauge show? If you don't run the engine long enough to fully heat the oil, moisture builds up and can give that whiteish sludge you're seeing. When the thermostat is closed, you won't see much if any water movement in the radiator neck. If it were me, I'd find a good load for it and let it work for a couple hours as long as the temp gauge stays in the green zone.

With the cap off, and warmed up, are you getting good flow ?

20 minutes isn't very long, especially with a new rad that's doing a good job !

Brian's right , get her to do some real work, just watch the gauge.

The temp gauge does not work; never has (I've owned it for 25 years). Is there another way to tell if it's getting overheated, especially if the water pump is not pumping much water through the radiator?

One of those infra red temp probes would be close. Working temp gauges aren't expensive...
