I have a pair of 15'' power adjust rims are they to big/wide for a 14.9-28 tire?

Yes.  I have 18.4s on 15" rims.

All depends on how your going to use the tractor. If you are not showing it with the wider rims you love them in the field. If you want to go to pulls you will also love them unless someone gets out a ruller and gives you a DQ.

They will work fine. We always like to use extra wide rims for better traction and flotation. Most tractor pullers rims  are extra wide too. 18.4 calls for 16'' rims not 15'', although one can get by with that.

my mistake, I didn't look too close at my measuring tape.  I just don't know how a rim can accept a tire that is narrower.

 14.9  tire  needs  a  13 "  rim to set  correct and pull best .   Tony

I have heard guy's talking about 16.9's on the 45's versus 14.9's. My 15'' rim would be perfect for 16.9's.
Now that the Firestone Field and Road is gone haven't found a Bias ply tire that looks good.

Field and road is gone???  I just had 6 new ones installed last week.  I had to wait for one of the tires to get made - tag on that tire said March 11.  Got 2 18.4 x28 for the 175, and 14.9 x 26 for both the 59 D14 and D15 II.

On the second picture, you may notice that the tire on the 175 in the background is flat.  The guy that installed them forgot to tighten the valve stem on that one!
