The solenoid won't care which way the power goes through. The wire to the ammeter needs to be on the same side as the cable from the battery.

ok thanks i will try that tomarow. i was talking to someone to see if the new solenoid was in working condition and they said there should be no continuity from either bolt to ground. is that true?

That is correct

If you find any resitance at all to ground of large studs, it is bad.  On some models one of the small bolts will be tied to chassis ground, on some the whole coil is isolated from the chassis.

Keep in mind that this is a 12 volt POSITIVE ground system.
The large terminal on the battery side of the solenoid is "hot" at all times. If you jump a wire from it to the small starter terminal on the solenoid, the starter should engage. MAKE SURE TRACTOR IS IN NEUTRAL!!  If the starter engages in this test, then you must have a problem with the starter circuit in the switch. If you connected the wire coming from the ammeter to the hot side of the solenoid and all the wires  in the wiring harness are hooked as they should be, you will have 12 volts at the input side of the ignition switch.  If you connect a test light from the ignition switch starter terminal to ground, it should glow when ignition switch is turned to the start position.
I am attaching a wiring diagram from my D-17 Manual. These older tractor wiring systems are pretty simple and you should be able to diagnose your problem fairly readily.

OK  I got a similar question, on my  190 gas i cant get the engine to shut off when i turn the key to the off position. I tried a different keyswitch but no difference, does it matter if the starter is from a combine?
