I know where a pair of tires with rims & centers off of a WD or WD 45 are. Tires aren't real good and I'm not sure about the rims as they're stacked one on the other.
 
What would a reasonable offer be?

Tires being not good and rims questionable, they're worth the scrap price of the wheel centers maybe.

I don't think they are worth that by the time you EVER can get rid of the scrap tires.

Ok, I don't think the tires are junk, just well worn. I can't tell if they are holding air because they're setting on an old flatbed stacked one on top of the other.
 
I could use them if they hold air, they look better than the ones on my WD. Or I could use one of the ceners for an early D17.
 
I'm thinking offer $50 and go to $100 for the pair?

If you priced new 12 or 13" X 28 rims, you'd bring them home even if all that was left to the tires was the sidewalls! I just repaired a set of 13's that had the typical rot around the stems. A few hours and some patience can save you a lot of scratch. Don't forget that you have all of the clamps as well....and maybe the stops are there? If you could get the pair for $100....I'd say you got a steal. JMHO.

I agree with Chad.  The eccentric clamps and stops on the PA rails are worth something.  I'd like to find some eccentric clamps for a CA (they are different from a WD or WD-45).
